The Broker Problem
A broker or trading company sits between you and the factory. They don’t make anything — they place your order with a manufacturer, add their margin, and pass the product on to you.
This isn’t inherently dishonest, but it creates real problems:
You pay more. Every layer between you and the factory adds cost. Brokers need to make money too, and that margin comes out of your pocket — or out of the quality of your product.
You have less control. When you work through a middleman, you can’t directly specify materials, raise quality concerns, or make adjustments to production. Your requests get filtered, delayed, or lost.
You don’t know what you’re actually getting. Brokers often switch factories depending on availability and price. The paper you sampled may not be the paper you receive in your order.
Problems take longer to resolve. If something is wrong with your product, a broker has to go back to the factory on your behalf. That process can take weeks. Working directly with a manufacturer means you speak to the people who actually made it.
What a Real Manufacturer Looks Like
Here’s what to look for when evaluating whether a supplier is genuinely a manufacturer.
1. They own or operate a factory
This sounds obvious, but it’s easy to obscure online. Ask directly: do you manufacture in-house? Ask for photos or videos of the facility. Ask where the factory is located. A real manufacturer will answer these questions without hesitation.

2. They source their own raw materials
A real manufacturer has direct relationships with paper mills and raw material suppliers. They can tell you exactly where their paper comes from, what the GSM is, and why they chose it.
We source the majority of our paper from France, one of the world’s leading paper-producing countries, with specific grades also coming from Czech Republic and Indonesia. We know our materials because we chose them — and we can explain that choice to every client.
3. They offer genuine customisation
Brokers can offer packaging changes. Manufacturers can offer everything: paper type, GSM, size, glue formulation, watermarking, printed papers, booklet design, cone size, filter tips. The depth of customisation available tells you a lot about how much control the supplier actually has over production.
If a supplier can only change your logo and packaging but nothing about the product itself, they are not a manufacturer.
4. They hold certifications
Legitimate manufacturers invest in certifications because their clients require them. Look for food safety certifications, quality management systems, and product-specific compliance documentation.

5. They can provide consistent quality at scale
Consistency is where many suppliers fall down. Getting a great sample is easy. Delivering that same quality across 10,000, 100,000, or 1,000,000 units is a manufacturing challenge — one that only a real factory with proper quality control can reliably meet.
Ask any potential supplier: how do you ensure consistency between orders? What does your quality control process look like? The answers will tell you a great deal.
6. They have a track record
How long have they been operating? Who have they worked with? Can they point to brands in the market that use their products?

The Questions to Ask Before You Commit
Before placing an order with any rolling paper supplier, ask these:
- Where is your factory located, and can you show me?
- Where do you source your paper from?
- What certifications do you hold?
- What is the full range of customisation you can offer?
- Can I order samples before committing to a full order?
- What is your quality control process?
- What happens if I receive a product that doesn’t meet the spec we agreed?
A broker will struggle with several of these. A real manufacturer will answer them all.
